Biography
Dr. Victor Emilio Corzo Aceves is a distinguished authority in international law with an outstanding diplomatic career in the Mexican Foreign Service. He currently serves as Consul of Mexico in Los Angeles, California, as an expert in the Working Group on Jurisdiction of the Hague Conference on Private International Law, and is on the roster of candidates for judicial cooperation advisors at the Office of the Prosecutor of the International Criminal Court. Previously, Dr. Corzo Aceves was an independent expert consultant for the United Nations. For six years, he managed complex matters related to International Law and dispute resolution before international courts and tribunals within the Mexican Ministry of Foreign Affairs Legal Advisory Office. He also served as a Delegate to various working groups of UNCITRAL, UNIDROIT, and HCCH and Private International law discussions at the OAS. Following a rigorous selection process, Dr. Corzo Aceves was selected as one of the two final candidates for the position of Secretary General of the HCCH for the 2023-2028 period. His candidacy was historic, marking the first time a Latin American jurist was considered for this role in the HCCH's 130-year existence. Throughout his career, Dr. Corzo Aceves has held key roles within the Mexican government, including Director of International Legal Assistance at the Attorney General's Office and Legal Advisor to the Undersecretary for North America at the Mexican Ministry of Foreign Affairs, and various positions before diplomatic and consular representations. His international experience extends to his participation at the International Criminal Court in The Hague, Netherlands, specifically in the Legal Advisory Section of the Office of the Prosecutor and Chambers. Dr. Corzo Aceves has collaborated with the law firm Arnall Golden Gregory in Atlanta, Georgia, and assisted the United States Delegate in the Special Commission on the practical operation of Hague Conventions. He has also contributed as of-counsel in international commercial arbitrations and as an external consultant for startups developing AI solutions for administrative and legal compliance services in B2G and G2B relationships. He holds a Doctorate in Law from Universidad Marista, a Master's degree in International and Comparative Law from the University of Iowa College of Law, and a Law degree from Universidad Marista. Dr. Corzo Aceves is also a prominent academic, having taught International Law in postgraduate programs at several universities, including Universidad Marista, Universidad Anáhuac, International University of La Rioja (Spain), and the Matías Romero Institute of the Ministry of Foreign Affairs (Mexico).
