Biography

Shin Hao is Senior State Counsel in the International Affairs Division of the Attorney-General’s Chambers, Singapore, specialising in international trade and investment law. He was Singapore’s legal adviser for the Investment Chapter negotiations in the Trans-Pacific Partnership Agreement (TPP) and Singapore’s lead negotiator for legal matters in the Regional Comprehensive Economic Partnership (RCEP) negotiations. From 2017-2021, Shin Hao served as Counsellor (Legal) in Singapore’s Permanent Mission to the World Trade Organization (WTO) in Geneva, with principal responsibility for WTO dispute settlement matters. He also served in Singapore’s Permanent Mission to the United Nations (UN) in New York as delegate to the Legal Committee of the UN General Assembly in 2022. Previously, he was a Deputy Public Prosecutor in Singapore, prosecuting a wide variety of offences in both trial and appellate courts. He is co-author of a book on criminal procedure. Shin Hao holds law degrees from the National University of Singapore (LLB) and the London School of Economics (LLM). He is dual qualified in England & Wales and Singapore.
